Project Overview
Othello Regional Park is a key regional facility located in Knoxville, Maryland. The Phase 2 project will expand the park’s functionality with the construction of a new community center and site infrastructure improvements. This expansion builds upon the original development, which included athletic fields, restrooms, parking, and open space enhancements.

Project Lifecycle
Planning & Community Engagement
The original master plan for Othello Regional Park was developed in consultation with the local community, stakeholder groups, and County advisory bodies. Public input occurred during the planning process and helped shape the long-term vision of the park. The master plan was reviewed and approved through the County’s established planning and administrative channels.
Design & Engineering
Design work for the community center is approximately 75% complete. The current design incorporates necessary adjustments to accommodate septic system needs. Subdivision options and lot configurations are under review to support long-term service functionality. Permitting activities are being coordinated in parallel with engineering progress. Final construction bid scheduling will be based on design completion and funding readiness.
Pending Construction
Once the design phase concludes, the project will enter the solicitation process for contractor bids. The timeline for groundbreaking is contingent on several factors, including procurement scheduling and construction market conditions. This project remains a priority in the County’s Capital Improvement Program (CIP) and was included in the FY25 CIP.
