Kanode Farm Park Development

The Richard W. Kanode Farm Park will provide future educational and recreational programming related to agricultural and equestrian pursuits. This park will include various upgrades and improvements to existing farm buildings, indoor and outdoor equestrian riding rinks and trails.

Project Update

At the Frederick County Parks and Recreation Commission meeting Thursday, June 8, 2023, the Commission voted to send the Kanode Farm Park Master Plan back to the Division of Public Works and the design architects to initiate feasibility, archaeological and traffic studies to determine what impacts the proposed equestrian amenities would have on Stevens Road as well as any future park development on the property itself.

In order to move forward with the preliminary Master Plan, a traffic study, a full archaeological report, and a feasibility study will need to be completed. In addition, our design consultant is adding a design consultant to their team who specializes in equestrian site layout. The Maryland Horse Industry Board was contacted and did identify equestrian facilities in and around the Frederick County region that have an operation that would most closely match the potential use of the Kanode Farm Park. 

As the studies/reports are completed, they will be added to this webpage. Once all this information has been received, a meeting will be scheduled with the Master Plan Advisory Committee to discuss any results from the studies/reports. The Advisory Committee will then determine if and how the preliminary Master Plan will need to be revised, before going back to the Frederick County Parks and Recreation Commission.

Master Plan Advisory Committee 
Estimated Schedule

  • September 2022 - 1st Meeting
  • February 2023 - Preliminary Park Master Plan Completed
  • Winter/Spring 2023 - Open house event (the public can review and make comment on the plan)
  • Summer 2023 - The Parks and Recreation Commission voted to initiate a feasibility and archeological study to determine what impacts the proposed equestrian amenities would have on Stevens Road as well as any future park development on the property itself.
  • January 2024 - Park Master Plan and Comprehensive Study are reviewed by the Parks and Recreation Commission and non-binding review by the Planning Commission.
  • Winter 2024 - Park Master Plan is reviewed by the County Council.
  • Spring 2024 - Park Master Plan is reviewed by the County Executive.
  • Spring/Summer 2024 - Design of phase 1 begins.
