Community Grants Program

Overview

Frederick county, through its Parks and Recreation Commission (FCPRC), has established a grant program for eligible non-profit community organizations that provides funds for recreational facilities for county residents.

The deadline to submit applications was Friday, August 4, 2023.

Eligible Organizations

 The following organizations are eligible and may apply for grants:

  • Homeowners Associations
  • Civic / Community / Service Organizations
  • Athletic Associations
  • Recreation Councils

Purpose

Grants are for the purpose of improving existing recreation facilities or constructing new facilities on land owned or utilized by the organization. Funds will be provided prior to project construction and can be applied to the cost of materials, equipment, and contracted labor. Construction labor may be provided by any combination of volunteer service by the organization and/or paid contractors. Grants are not intended to meet the annual maintenance needs for existing facilities. Projects must be completed and reports properly submitted within 2 years of July 1 of the funding year.

Application Criteria

Applications are evaluated by a sub-committee of the FCPRC according to the following criteria:

  • Recreational and Community Value
  • Project and Planning
  • Site Plan / Master Plan
  • Local Contribution

The sub-committee's recommendation is forwarded to the FCPRC, which makes the final decision.

Requirements

  • Construction labor may be provided by any combination of volunteer service by the organization and/or paid contractors.
  • Grants are not intended to meet the annual maintenance needs for existing facilities.
  • Projects must be completed and reports properly submitted within 2 years of July 1 of the funding year.
  • Funding is not allowed on land owned by federal, state, municipalities or Frederick County.
  • Proof of non-profit status is required.

Community Grants Program Qualifying Questionnaire

To determine if your organization qualifies for the Community Grant Program, please answer the following questions.

  2. Location*

    Is your proposed project located on land that is owned by Federal, State, Municipality or Frederick County?

  3. Accessibility*

    Will your project, once completed, be readily accessible (without having to have a membership/key entrance), and available to the general public during reasonable hours?

  4. Project Completion*

    Have you already completed/built the project you are considering for this program?

  5. Funding*

    Will you be using funding from this program to acquire tools or maintenance equipment?

  6. Project Quality*

    Will your project be a newly constructed, expanded or major renovated facility with a lifespan of at least 10 years?

  7. Non-Profit*

    Are you a non-profit organization?

  8. NGO Status*

    Are you able to provide non-profit status and support documentation?
